Project Description

PhilaPort, responsible for approximately 12,775 direct and indirect jobs in our region, has grown significantly over the past few years and our South Philadelphia port holdings lie within a complex maze of rail and multipurpose roads. Offloading of cargoes from the piers and transporting them through the antiquated road system is creating delays and restrictions that impede operations. The delays and traffic impediments can sometimes be so severe, that the surrounding neighborhoods and community businesses on Front Street and Oregon Avenue are negatively impacted.

This project entails widening a 470’ portion of Old Delaware Avenue, currently used for illegal parking, dumping, and non-port activities, and creating a dedicated port corridor. Old Delaware Avenue will be widened from four (4) lanes (3 south-bound, 1 north-bound) to five (5) lanes (2 south-bound for thru traffic, 2 south-bound for Packer Avenue Marine Terminal Access, and 1 north-bound). The project also includes the installation of two (2) access gates at the intersection of Packer Avenue with Old Delaware Avenue and Christopher Columbus Boulevard and two (2) Dynamic Messaging Signs (DMS) and supporting infrastructure for south-bound traffic assignments.

The project will reduce congestion, thereby enhancing the environment and promoting improvements to public health, as well as significantly reducing existing safety risks and traffic congestion to both port and non-port entities. Furthermore, the mitigation of short-dumping and beautification of the corridor will have a largely positive effect on the surrounding community.
