Plan Overview

PhilaPort is developing a comprehensive strategy and roadmap to reduce emissions, improve air quality, and support workforce development directly and indirectly through tenant operations.  This plan is called PhilaPort Clean Course – Navigating to Zero Emissions.  Throughout the plan process, PhilaPort is engaging with tenants and the communities impacted by port activity to ensure the plan is guided by their interests.  The first technical step in the process is collecting existing emissions data and establishing a baseline port-wide emissions inventory, which will be used to evaluate and prioritize future emissions reduction strategies.  The next step will be to evaluate the technical and operational feasibility of zero-emissions strategies, such as shore power for vessels at berth, zero-emission trucks, and zero-emission cargo handling, by assessing the infrastructure requirements and grid capacity for each strategy.  Concurrently, PhilaPort and its tenants will collaboratively identify the workforce impacts of these strategies and assess where new skills, training, and/or advancement opportunities will be necessary.

Key components of the plan include:

Establish

a port-wide emission baseline from vessels through port-owned inland warehouse facilities

Develop

a long-term zero-emissions equipment and infrastructure strategy, complete with benchmarking and milestones

Identify

infrastructure needs and spatial opportunities to support future equipment and charging capacity

Engage

community members, stakeholders, environmental groups, terminal tenants, and local/regional agencies through the process

Conduct

a port workforce gap assessment and develop strategies to support worker retention, training, and career pathways

Together, these efforts position PhilaPort to operate more cleanly, responsibly, and competitively — today and well into the future.

Project Schedule

The project began in early 2026 and will be completed by the end of 2027.
